Other Information (From en.wikipedia.org/wiki/Buizeru): Buoysel somewhat resembles a cross between a weasel and a sea otter. It possesses mostly mammalian traits, including paws and an orange coat of fur, alongside an unusually large donut-shaped collar adorning its neck, resembling a life preserver. It also carries traits of sea creatures, notably blue fins growing out of the Pokémon’s arms, alongside a tail that has split halfway in two, so that it is arranged in the shape of a fish’s tail fin. The tails function as a boat propeller by spinning. (compare with Tails from the Sonic series)
Little information besides Buoysel being a Water-type Pokémon has been released. However, it is speculated that the floatation device-shaped object on its neck may be used to keep it floating in the water, much as Marill uses its tail.
Note: Yes, I understand that Buizeru is from the next generation of Pokemon and not much information is known about it yet except for the fact that it's a water type.
